Radioactive
This effect gives your words a radioactive "glow" around
the outsides. First of all open a new file 400 x 40, 16
mllion colours, with a dark background colour (preferably
black).
Select a light colour as the foreground colour (bright green,
bright yellow and white work best), and select a font
and type size (I've used 28 here). Type your text and apply to the banner,
right click to set the type in position.
Next select "Image" then "Special Filters" then "Dilate".
This will increase the size of the text, do this twice for
a more dramatic effect.
Next select "Image","Normal Filters" then "Blur More", again
run this twice. Your image should now look like this,

Finally select black as your foreground colour and apply the
text again, centre it exactly on the blurred image. Reduce
the colours to 256 and save the file. You can use a different
colour on the last text entry if you want.

Neon
This effect makes text look like a neon sign, open a new
file 400 x 40, this time with 256 GREYS and a black background. Choose
white as your foreground colour, choose a font and size for the text.
apply and centre your text (it's best to choose a simple font), right click to
set it into position.
Choose "Image", "Normal Filters" then "Blur More".
Then choose "Colours", "Solarize", there's one setting in
here and it works best at about 120. Your text should now
look like this.

Next choose "Colours", then "Colorize" there are two settings
in here "Saturation" works best at about 150, the other setting
"Hue" determines the colour that your text will be, so play
with this setting until you find a colour you like. Select
okay. Finally to make it brighter use "Colours", "Adjust",
"Brightness / Contrast". I set the brightness to zero and the
contrast to 50, it should look like this, save the file !!
